It started with a stolen vehicle.
When Suffolk police learned a Ford Expedition reported stolen from Norfolk could be in their city, officers were told to be on the lookout. About 8:30 a.m. Saturday, Officer James Winslow spotted the Expedition and signaled for the driver to pull over.
