Five people spoke during the public comment portion of Tuesday night’s meeting, including two opposed to a plan that could raise the real estate tax rate 5 cents for fiscal 2012-13. Last week, Mayor Ed Harlow said the city’s draft $83.2 million budget includes the increase, which restores the rate to 99 cents per $100 of assessed value, from the current 94 cents.
